Is there any way to create a “preset” of view options e.g different size of thumbnails with different selections of annotations.

Not at this time. How often would you want to switch these presets, and how many of those would you need?

We may start with exposing these settings to AppleScript first, so you could customize them and use them by running a small script from the Scripts menu...
